CPG was hired to prepare a National Register nomination for the Talbot Park Apartments in Norfolk, Virginia, along with a Multiple Property Documentation (MPD) form for Garden Apartment Complexes in the city to make the Talbot Park Apartments eligible for Historic Rehabilitation Tax Credits.
Project Design
CPG employed archival research and field survey to prepare the individual nomination and multiple property documentation.
This work included updating individual V-CRIS records for each Talbot Park apartment building and conducting site-specific research to document their history. Archival research, mapping, and a broader survey of Norfolk’s garden apartments provided the necessary context for the Multiple Property Documentation, establishing the development patterns and significance of this housing type within the city.
Challenges & Accomplishments
Determining the strategic approach to ensure eligibility and define Garden Apartment criteria were initial challenges CPG staff had to work through.
The project required a thoughtful approach to secure the Talbot Park Apartments’ eligibility for listing. Establishing a broader MPD strengthened the nomination, while defining clear criteria for garden apartments ensured a strong framework. Addressing challenges in recognizing architectural significance was also a key part of the process.
