The building lay vacant for many years until 2012 when a developer initiated a full renovation project and contacted CPG to serve as tax credit consultants to save the historic resource.

Project Goals
The Atlantic Permanent, one of the few International Style buildings in Norfolk, was constructed in 1954.
Project Design
CPG provided technical expertise to achieve approval of appropriate retrofits.
The retrofits were designed to minimize flood damage while also protecting significant historic features from alteration.
Challenges & Accomplishments
Situated in a high risk flood zone, the proposed change of use and level of renovation required triggered full compliance with state and federal flood regulations.
The Atlantic Permanent now houses a popular art space and rental-residential housing on the upper floor. This project’s success led to a Norfolk Preservation Collective’s Award of Excellence in 2023.
